This is the issue for tracking the out of balance issue with Travis CI.

So far at 2023-07-13T20:56:44Z, outage of Travis CI issue still not been solved.

Also, since master branch has already migrated GHA, Travis CI then is only needed for old versions.
And for bors, there's one workflow need to be added make it works with GHA instead of using GCH's merge queue (which is still in Beta)

Migrated to GitHub Action on master branch.
For old branches , we will continue to use Travis CI if we still have enough credit.
