a following improvement for 'disable vm termination' task, the AWS SNS notification is introduced to increase incident visibility for Autoscale heartbeat late events and vm unhealthy events.

required changes:

  1. the use of latest autoscale-core that offers the aws sns integration.
  2. new parameters on the template for sns topic subscriber (email)
