allow for a vnet deployment with a dynamic set of subnet ranging from 1 (minimum requirement) to 4
NOTE: This feature alters the original network and load balancing design - the external load balancer routes traffic to all 4 subnets - it now only routes incoming traffic from the external load balancer to the subnet 1. None of the extra subnets (subnet 2 to subnet 4) will receive traffic from the external load balancer.
