this is developed here: https://github.com/norbusan/susi_installer/tree/rpi-buster - upload respective armhf binary packages for python3.7 to gemfury
pocketsphinx,requests_futures,snowboy, - test reseed speaker on new kernel
- actual testing of built image

I can now build images on buster, and as far as I see everything works as before, besides that youtube playback seems to be broken, see fossasia/susi_linux#522

Youtube playback needs at least version 2019.6.21 of youtube_dl due to website changes. I updated the requirements.
