Update for F´ #1994

Update the tutorial to use the revised F´ structure as described in nasa/fprime#1994. This is an easier and more standard structure.

The specific change is now project CMake calls are done in the root CMakeLists.txt not the deployment. Thus we should refactor our sample code and write-ups.
