chore - add revised cat photo app to frontend cert

The cat photo app project will remain largely the same with the exception of the form.
Forms are taught in a later section for the frontend cert. So this revised cat photo app won't have the form section.

Acceptance criteria

• add new folder called cat-photo-app to the frontend cert directory
• add revised cat photo app project
