tools/sendcalls: Too many recipients

The sendcalls script now works by sending one single mail to freebsd-quarterly-calls@ and CCing all the submitters for the precedent quarter. This creates a mail with lots of recipients which is then moderated on our mailing lists.
Another approach is needed which sends mails to less recipients, so that no manual intervention is required.

Solved by asking postmaster: the limit to the number of recipients has been raised (and can be raised again if needed).
