Bug: military unit can't bypass city based ennemy unit to join another unit

In the screenshot, one can observe:

  • The Riflemen and Artillery cannot join the spy on the left because of a unit in DA NANG, the city below
    Note the "error" message is "No action possible"
  • Same situation for the Riflemen top of the spy joining the spy
  • Trying to move the Riflemen top of the spy on bottom left (key 1) results in the "Riflemen can only move ..." (which is normal behavior)
