Switch to `pybuild-plugin-pyproject` for debian packaging

Currently, pybuild is using setup.py to get the list of dependencies. This is in the process of being deprecated in favor of pyproject.toml.
It is possible to use pyproject.toml by relying on pybuild-plugin-pyproject, which is not available on ubuntu focal. As soon as we drop support for ubuntu focal, we should implement this new backend (which will happen after 02 April 2025).
