assess all languages' translation and review coverage

As part of either SecureDrop 2.11 or the breaking 3.0 release, we should reassess all supported languages for active translation and review coverage and bring as many as possible up to the thresholds defined in our Policy on Supported Languages.

Based on team discussion today:
Pull requests will come for the languages potentially eligible for support (he, hr, fi, pl) depending on what translation/review coverage we're able to achieve for v2.11 and Localization Lab thinks sustainable going forward.
Languages losing coverage (hi, ro) will be prioritized for outreach between v2.11 and v2.12 in freedomofpress/securedrop-engineering#100 before we drop support in v2.12.
