at my dev system (debian 11 bullseye),

export PKG_CONFIG_PATH info like this:

export PKG_CONFIG_PATH=/usr/local/freeswitch/lib/pkgconfig:/usr/local/unimrcp/lib/pkgconfig

look : lib not libs
