Sourceforge unreliable

Hi,
Just for your information: I encountered issues building spandsp because sourceforge has difficulties to provide the stylesheets from the docbook-project, for instance http://docbook.sourceforge.net/release/xsl/current/xhtml/chunk-common.xsl :
An error has been encountered in accessing this page.

we don’t use spandsp from source forge. it’s available in package form on some platforms and also in our github for source. please review install details on confluence and if that doesn’t answer your question, pop into slack and we can assist pointing you in the right direction.

I noticed that more information may help to understand the issue:
- I'm refering to a build from sources from this git repository (not sourceforge)
- The access to sourceforge (for instance http://docbook.sourceforge.net/release/xsl/current/xhtml/chunk.xsl) happens, when the wrapper.xsl stylesheet is processed, that relies on docbook, hosted at sourceforge:

- I opened an issue at docbook/xslt10-stylesheets#224 as well and they proposed as solution to switch to the new stylesheet-location at (https://cdn.docbook.org/release/xsl/current/xhtml/chunk.xsl).
- Based on that, I created PR #27
Building works for me more reliable now.
