Update GitHub pages deployment description

Update GitHub pages deployment description to reflect that the Metadata Portal has been updated.
The current title/description is too vague. We need to know that this is for the Metadata Portal.
If there is a way to update this description, please make it more descriptive. It is created in the gh-pages flow:

We put all issues under Frequency even though it's a subproject.
The screenshot from above has been taken in github-issues slack channel.
Yes, there is no URL. It appears in Slack and that is the only place where we are notified.
