Make boto dependency optional

hi. thank you for all your hard work on this project.

i haven't used it much, but i see that boto is a hard dependency. might it be better to make it an optional one, in the event that one isn't using s3?

Hi @dodumosu,

We can't remove it from tabulator for backward-compatibility reasons but in our new Frictionless Framework it's an optional dependency. Please try this new project.
