Half-rate option doesn't work

Half-rate has been lost in refactoring, making all non-se30 flims worse.
Need to implement some sort of frame skipping/fps ratio divider so "half" is not the only option.

The --fps-ratio <integer> option can divide the frame rate of the source, creating flims with worse fps but of better quality. Generally a must for the plus and se.
