Update terraform helm chart module to use v0.13.7 terraform

Hello team,

Please update the following terraform module to support the v0.13.7 version of terraform. Currently, we have VPC and SPOT deployments using v0.13.7 and we need to prepare the following module to use as well

Goal

Using v0.13.7 version of the terraform to deploy local and remote charts
