CRAN checks fail on platforms w/o INLA

CRAN flavours that don't have INLA installed raise a note that INLA is suggested but not installed. After this, tests that require INLA fail—obviously.
Decision:
Skip all tests on CRAN that explicitly specify method = "bayes"
and with no method
specified (these are equivalent).
