Do we keep an Express server for Phase 2?

Our goal is to get new projects off on the right foot. If a project has a Node server available when deploying, they can keep the server and use the watch script or whatever. If a project relies on a static deployment, they can kill the server directory and just use the dev script. Seems like that can be resolved with documentation for now, and a prompt later. Thoughts?
