Add a command to display all upgradeable packages

Describe the solution you'd like

I wish there was a command here to show all upgradeable packages，just like winget upgrade.

Add a new option to the lip list or add a new command to show the packages that can be updated when used

Describe alternatives you've considered

I could check the packages one by one for newer versions, but that's a pain.
