cmd-page allows wizard-owned puppets to page (SF issue)

A Wizard-owned puppet is allowed by cmd-page to send a
page, whereas a mortal-owned puppet is not. It is
impossible to reply to the puppet, as well.

It seems like the cmd-page (v3.00) included with starterdb only works for players. Looks like this was specific to FurryMUCK, and may still be: their page is currently 2.51, and is lacking four years of upgrades.
