Are there any plans to move to GitHub?
code.google.com is now deprecated. They provide a tool to export the code, with
all revisions and issues intact to GitHub, this is an automated process and
only takes a few minutes.

That is not an export of the project. It's a copy-paste of the project files
into git.
An export would move all commits and issues. Here's what it would look like:
https://github.com/noonien/aforge
Moving completely to GitHub(issues as well) would really improve contributions.

Might be. The project is no longer supported however, so not sure have time to
redo things again. That copy-paste was done before Google announced they drop
Goolge Code. And now there were some minor merges done coming from other guys.
