On develop, fix user to allow seeing application like the user is a mod.

When you are working on the application, some actions can only be made by an Admin. Since the only way to be an admin is to be a mod on SO, some test are hard to resemble, since when you login in, the User table is updated based on that login.

There should be a way to force that fields when you are on develop (or avoid that update if you are in develop)
