🐛 : pending jobs shows last in job list

Describe the bug
When starting a new job, when the runner is down, the job stays in PENDING state.
On the job list, it appears with the id '1', as the last element of the list.
To Reproduce
Steps to reproduce the behavior:
- Go to a stack page
- Shut down the runner
- Click on Run
- Go back to stack page
- See wrong order
Expected behavior
Job should appear as the first element of the list.

Jobs are ordered by start_date.
As "Pending" jobs do not have such a date, they appear last.
