Icon List issue with WP External Links plugin

Describe the bug

Issue happens if this setting from WP External Links is active:
- Exceptions > All contents (the whole page) is unchecked:
- Exceptions > All contents (the whole page) is unchecked:

Other notes:
- Issue only happens on frontend
- Issue only for Widgets (Header, Sidebar, Footer)
- Issue happens to themes with Widgets
- Recommended theme to test this: Blocksy (since they have the Widgets options)
- As you can see in this sample page above, Icon List icons shows up for the page but not in the Header, Sidebar, & Footer
Workaround:
Issue doesn't happen if:

Exceptions > All contents (the whole page) is checked

Exceptions > All contents (the whole page) is unchecked and All Widgets is unchecked
To Reproduce
Steps to reproduce the behavior:
- Activate a theme with Widgets (e.g. Blocksy)
- Activate WP External Links
- Go to Appearance > Widgets
- Add an Icon List on each Widget area:
- Header Widget Area
- Main Sidebar
- Footer Widget Area
- Save widgets
- Add the widget area via Theme Customizer (Appearance > Customize) or watch this tutorial
- Save changes
- See that the Icon List icons are visible as expected
- In WP External Links settings, go to Exceptions tab
- Uncheck All contents (the whole page)
- Save changes
- Go to the sample page again and see that icons are now missing
Expected behavior
- Icon List icons should not disappear when added as Widgets
- Icon List icons should not disappear if certain Exception settings for WP External Links are set
