Local Override Fails with Trailing Slash

I tried setting up a dusty local override to point to a copy of gcweb on my local machine. It failed. Spectacularly. Until I removed the trailing slash from the path. Here's what I did:

Happy to contribute a fix if someone could point me in the right direction.
