Add core developer / maintainer roles to team.html

As discussed in the last Gammapy CC call, I'm for now removing the content concerning core developers / maintainers from the team.html page in this PR: https://github.com/bkhelifi/gammapy-webpage/pull/1/files#diff-2d4809bc8d04cb135105698fcbfe5294R281
This needs some more discussion and work before we can arrive at a good way to structure official roles and responsibilities for the Gammapy development team. The idea is that we continue to discuss this over the next weeks and then put something on the official project webpage in February, instead of putting something preliminary and weird now.

We decided to remove the notion of core dev for Gammapy.
