Brouwer's online table of bounds for codes is defunct. It has been supplanted by
a new site by Markus Grassl (grassl@ira.uka.de), -- http://www.codetables.de/

Many of the old references to optimal code constructions are difficult to acquire. Would it be wrong to just use a code from Jaffe's website or cobble my own together? (Clearly yes, but how wrong?)
