Make ward names more visible on map

Currently the ward names are large/gray and station names are small/black.

The ward names are more important because they match the card names, so they should be made more obvious.

Keeping the ward names large, but making them black and making the station names gray will fix this.

Another map update:
Add markings on board where the Upgrade tokens should go.

And update PNP files with these changes
