Clarify rules around the track segment between Shinjuku and Yoyogi

Edge case with the requirement to move across track when there are multiple customers: The segment connecting Shinjuku and Yoyogi counts as track. (The motivation for the rule is that the customers move to another station, and this is satisfied by the built-in track).
