Rule update: Seed board with customers at the start of the game

At the start of the game, draw 4 cards and place 2 customers in each location revealed.
If the same location is drawn multiple times, then draw a new location so that the customers are placed in 4 different locations.
All the drawn cards are added to the discard pile.
