lapmod input

Is the input of lapmod() supposed to be the a csr matrix?
i.e.
cc=cost.data
ii=cost.indptr
kk=cost.indices
as defined by scipy (https://docs.scipy.org/doc/scipy/reference/generated/scipy.sparse.csr_matrix.html) ?

I have tried a few examples and I am getting strange results.

Also, is prepare_sparse_cost() supposed to convert a coo sparse matrix to csr?

Please provide a test case reproducing the issue and let us know which version are you using.
