Your Idea
If the bot is going to cross water and it would be faster to build a boat then swim [most of the time] it should build a boat or use one out of it's inventory to cross water faster.

This is too difficult to implement on Alto Clef's side.
- Boats have momentum and turning the boat is difficult to calculate.
- Baritone's pathfinding is limited in aqueous surfaces.
- Baritone's implementing this anyways in the near future
