livingatlas: Include geography in conservation status determination

Some conservation status descriptions include a geographic restriction below that of state. See AtlasOfLivingAustralia/Taxonomic-Issues-Register_new#4
The current geographical restrictions are currently mixed in with the species name. If they are properly separated, then being able to process them correctly becomes a requirement.
