Implement lenient comparison for the backbone impact pipeline

When doing the impact reports for the extended catalogue of life, a lot of records are flagged due to changes in whitespace.
We should provide an option that allows this to be relaxed, such that Aus bus T. Robertson and Aus bus T.Robertson aren't flagged.
