Scroll smoothly with a keyboard

Can smooth scrolling be implemented when using the keyboard? Both using arrow keys and the spacebar.

Hey,
It is not possible because many applications depend on the arrow keys to send one event.
It can be done in your browser (I recommend using our chrome extension)
But system wide in all applications it’s not possible
