Move ConfigMap from k8s/dataverse up one level

When using the dataverse "module" via Kustomization, applying changes results in an empty configmap getting applied.
That causes deployments to fail or create stupid troubles.
Simply moving the file one level up and including there should solve that and makes the repo more inline with production usages.
