Fix for ' or " characters in candidate names.

Introduced by issue #16 If a candidate has " or ' charcaters in their names that are not escaped, it breaks the HTML results skeleton on loading in the node-elec_election_event.tpl.php .

I cleared out quotes in all 2011 and 2012 candidate names. so it won't crop up Tues. but this does not fix the problem.
