Standardise use of Pysal name

Decided that:

  • pysal is the software package
  • "Pysal" is the project/community

This needs to be implemented across all the chapters

As of #254 there is consistent use, but the community is referred to as "Pysal". Note to discuss further whether we want "Pysal" or "PySAL" for the community term.
