GearBot mentions that ROLE_CHANGES is already set up on a new setup.

Steps to Reproduce:

• Add GearBot to a server that he has no idea of.
• Set up logging by using !configure logging add inserts log channel EVERYTHING.
• Observe

Expected Result: GearBot should say what was added to the logging without saying anything else.
Actual Result: GearBot mentions of what was added, but also commented that ROLE_CHANGES is already on the list.
