Use metadata instead of customProperties

Since QGIS3, it is possible to save layer metadata instead of using custom properties.
In #648 we do it. We did not remove the code that sets the custom properties, because the OQ Geoviewer still reads custom properties instead of metadata. We should align the two tools before removing that part.
