How to add permissions to flags, regions and blocks limit, for each group in pureperms?

Hi @no4name
The perms for commands are set in the plugin.yml, just assign the command permission to the group - or you can whitelist players in certain area's(regions).
While i'm hastly checking al kinds of permission-methodes used in Festival i must admit there could be more distinguished use for perms. If you have suggestions let me know.

@no4name Nice! i'll study sexguard's code to see if i can implament something like that. Thank for the translations and info!
