Improvement to Georesources Reports Vocab

Currently, the Georesources Reports vocab has a category of permit reports that represent Coal and Mineral reports, but are just labelled "Permit Reports". Please consider adding 'Coal/Mineral/ to the start of the report name to align these report names with those for other commodities such as Petroleum, Greenhouse Gas and Geothermal which all have the commodity in the report type name.

This will bring alignment to all report names as they will each have a commodity and purpose or activity in their name.
