Small fixes in the application

• Closing a chart before loading block the UI
• Only the owners of a chart or the admin should see the buttons to remove or add a chart
• When adding a chart to the report panel an error occurs
• When managing a chart we should take in account who is the owner of a the chart
• Missing translation for removing chart from current session (right upper corner in the chart)
• Missing drive-upload icon (used in the option to upload a chart from a file)
