[CSV importer][4/4] Implement a bash script to bulk import countries XML

Craete a bash script which:

• Works locally on a folder
• gather all the xml files it founds in the local folder, performing some kind of checks to ensure that are real fra2015 XML
• send a proper curl request to use the XML import service
• reports on stdio which XML have been successfully imported, which one failed and which have been rejected
