Upgrade to Geoserver 2.18.3

GS 2.18.3 contains several fixes and improvements, also for its integration with GeoNode.
The following steps are required to do the upgrade.
- Deploy the new WAR built from geoserver-geonode-ext to Dropbox (for the moment we keep storing the WAR there but we might switch to a better solution in the future)
- Create branch 2.13.x for docker-geoserver and data-docker

Update the docker-compose for GeoNode 3.2.x and master to use GS 2.18.3 -
Update the Dockerfile for geonode-project 3.12.x and master to use GS 2.18.3 -
Test, test, test

@randomorder I'm going to close this since this is a dead task. I will open two new distinct tasks for the upgrade of Geoserver for GeoNode 3.2.x and GeoNode maser
