Use proximity sensor feature broken in beta2

LG Nexus 4, Android 4.2.2, TalkBack 3.4.0beta2.
Uncheck the "Use proximity sensor"
Beta2 bug: Make no different check or uncheck, still stop speech.
Expected result: It will not stop speech if cover the proximity sensor when it
is uncheck.

Reproduced the issue. When the option is checked, it seems to work fine. When
unchecked, it activates the proximity sensor on every other utterance produced
by SpeechController.
