Remove notification to create issue

If an error occurs in IntelliJ plugin, we show a notification asking the user to create a issue in github. This issue is not populated with any data by default and leads to blank issues created (like #393).
The notification is not adding a lot of value to the users, hence it is better to remove this feature altogether.
