when i reinstall or something do i get it? or must buy i a new license

License is based on Minera ID and Minera ID is based on ethernet MAC address, so if you reinstall it on the same machine you shouldn't have any problem.
Instead if you change the machine and so the Minera ID you have to write me your email address used to buy the license and the old Minera ID.
So keep the Minera ID safe somewhere.
