Investigate moving to Github Actions

While working on our build/integration pipelines we have gotten a lot of feedback that basically ends up being like "Why don't you use Github Actions instead"

Right now I believe most of our pipelines for this repository is here - but we would also have to switch over all the mixins and other helper repositories.
