"Top-level" links in the Contributing Guide on the website doesn't work

Describe the bug

The "top-level" links in the ToC in the Contributing Guide on the website doesn't work, but "second-level" links do.

To Reproduce

Steps to reproduce the behavior:

  1. Go to the Contributing Guide
  2. Click "How to help" or "Contribution Ladder"
  3. See that the page doesn't go to the section

Expected behavior

The link should get you to the section.
